Important to note that this wording says it's a "random identifier", which is different than what they say in other areas. In Hot Spot security, for example, they refer to a random identifier derived from the DSID which changes every 24 hours.

They did a similar thing with the original contact tracing daily codes… until within hours they were broken… their rotating Bluetooth identifiers also suffer from the same problem, allowing tracking for 2.5 hours instead of 15 minutes.
